Flagler Cares offers a support system through a wide range of collaborative community partners to connect citizens to area resources.
Flagler County Housing Services develops and administers housing programs funded through the State Housing Initiatives Partnership (SHIP). These programs are designed to support low‑income homeowners and strengthen the overall housing stability of our community.
Eligible homeowners may receive assistance through home repair programs, including whole‑home rehabilitation, roof replacement, and barrier‑free modifications that help seniors safely remain in their homes. In addition, first‑time homebuyers may qualify for down payment assistance, helping make homeownership more attainable for working families in Flagler County.
The City of Palm Coast offers a First-Time Homebuyer Program to help eligible residents achieve homeownership. This program may provide up to $35,000 in financial assistance to help with eligible home purchase costs, making it easier for first-time buyers to move into a safe and affordable home.
The Florida Hometown Heroes Program provides down payment and closing cost assistance to income‑qualified, first‑time homebuyers employed full‑time in eligible Florida‑based occupations. Veterans may qualify regardless of occupation. Funding is limited and availability may change.
The USDA Section 502 Direct Loan Program helps low‑ and very‑low‑income applicants in eligible rural areas of Flagler County purchase safe, sanitary housing with no down payment, low interest rates, and possible payment assistance. USDA programs also offer home repair loans and grants for eligible seniors to address health, safety, and accessibility needs. Most areas of Flagler County qualify as rural except within the City of Palm Coast. Applicants must meet income limits, have reasonable credit, and be unable to obtain conventional financing.
Flagler County Human Services provides one‑time rent or mortgage payment assistance to income‑eligible residents who have experienced a financial emergency and need help preventing housing instability. The department also offers limited financial assistance for uninsured, income‑eligible residents who require specialist care when referred by the Free Clinic or another primary care physician.
